Fondée sous le nom de Busy Bee Airservice en 1967. Elle fonctionna entre 1972 et 1980 sous le nom d' Air Executive Norway et fut remaniée comme Norwegian Air Shuttle. En septembre 2002, comme elle se concentrait sur les opérations domestiques low-cost, la compagnie fut rebaptisée Norwegian.
